Steps to reproduce:
1. Launch the MonoDevelop.
2. Create a solution of MonoTouch Single View application.
3. Right click on solution name and select Add>>New File.
4. Select iPhone View Controller.
5. Provide a name and click on New button.
6. See <filename>.cs, <filename>designer.cs, and <filename>.xib added to the solution.
7. Now build and run the solution.
8. See two simulator gets launched.

Actual result:
User is able to add multiple iPhone View Controller file into a single solution and when user run the solution multiple simulator gets launched.

Expected result:
User should not be able to add multiple iPhone View Controller file into a single solution

VM: Parallel Desktop 
OS:  Lion 10.7 (Guest Operating System)
MonoTouch 4.9

Multiple xib files do not cause the simulator to be launched multiple times. It sounds like hte bug you're reporting is that the simulator was launched multiple times simultaneously. If this is the case, can you reproduce this with MonoDevelop 2.8.4.2 ?

This is not something which can be caused by multiple xib files. If you can reproduce an issue where MonoDevelop launches multiple simulators simultaneously, please file a bug with the steps required to reproduce the issue.

The bug states, after creating a solution for iPhone >> Single view application. The user is able to add multiple .xib files to that solution.

As per our understanding, single view application should not allow user to add another .xib file. 

Please suggest if this is an intended behavior or a bug. 

However, when run the solution, MonoDevelop does not launch multiple simulator.

This is intended behaviour. The name of the project template just refers to the files which are autogenerated by default. In this template, a single xib which contains no sub-views is generated. This is why it is a 'single view application'.
