Description of Problem:
-----------------------
Specifying blank lines in a format policy work fine, until comments are added in the majority of cases.

Please see attached images for details.


Steps to reproduce the problem:
-------------------------------
1. Open attached file 'WithoutCommets.cs'
2. Apply the attached policy file 'WithBlankLines.mdpolicy' to 'WithoutComments.cs'
3. Note that there should now be 2 line spaces for each option that was set in the policy.
4. Now open the file 'WithComments.cs'
5. Apply the attached policy file 'WithBlankLines.mdpolicy' to 'WithComments.cs'
6. Notice that the only blank lines added were from the 'Blank lines in compilation' section.


Actual Results:
---------------
1. Blank lines in compilation:  Works as expected!  :P
2. Blank Lines in namespaces:  There are no blank lines added as per any of the settings...
3. Blank Lines in Types:  There are no blank lines added as per any of the settings...


Expected Results:
-----------------
1. Blank lines in compilation:  No change.
2. Blank Lines in namespaces:  Blank lines added as per all of the settings.
3. Blank Lines in Types:  Blank lines added as per all of the settings.

1. The attached policy was created in 2.8.2 however, it was also tested in 3.0.5 using a clean policy in there.
2. Consider adding 'comments' in the 'preview' window example output.

Not supported anymore. We're now using the vs.net formatting engine btw.
