It is not possible to look at all object properties because there is missing scrollbar.
Look at the attachment pls.
So the problem seems to be that the tooltip is *behind* the Microsoft Task Bar at the bottom.
We had a similar problem with the Mac Dock & Menu but I worked around it by using Apple's APIs to figure out the visible screen geometry and comparing that with the physical screen geometry.
I've just committed a patch that does something similar on Windows.
just confirmed that my patch fixes the issue.
