Description Chris Hardy [MSFT] 2012-10-04 19:17:31 UTC
Android Device Target displays even when no project is loaded or when a iPhone project is loaded. It should only show when a Android project is open: http://screencast.com/t/A3IBEJfH

There's no reason to hide Android device management.
