An incomplete declaration (with modifiers) should be in the AST - somehow:

----
public class Foo
{
    public System.Collections.Generic.IList<int>
}
----

I know it can't be decided, if it is a field, method, property etc. it would be ok to make the assumption that it's a field without declarators.

But there are cases where the 'type' of the incomplete declaration is clear:

----
public class Foo
{
    public event System.Collections.Generic.IList<int>
}
----

or 

----
public class Foo
{
    public const System.Collections.Generic.IList<int>
}
----

I have done event (EventField) and const but need to figure what to do with modifier type declarations

Just add them as property without name. I think properties support all modifiers (abstract/virtual etc.) Or make a new 'type' that only nrefactory uses.

Fixed in master
