Expected:
User should be able to design for 4.1 and/or 4.1.1

Also,

With the Target Framework of the project set to 4.1, I get http://screencast.com/t/2UDCrz9g where the sdk dropdown should be.

I don't think this feature has been implemented yet, so marking as an enhancement instead of a bug. Priority will be set high though, as JellyBean support is not complete without the ability to design for it.

This is now also needed for JellyBean 4.2, perhaps instead of 4.1

Support for Jelly Bean in the designer is not coming any time soon. The SDK api on which the designer depends has important changes in Jelly Bean, so it requires extensive work in our designer.
