Adding an assembly reference to System.Net adds a line to Web.config:
<add assembly="System.Net, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a" />

On my computer, System.Net has a public key token of 7cec85d7bea7798e. This mismatch results in a FileNotFoundException.
