this resolved bug and you do not yet see a matching new report.
Installed versions 4.2.4 and after that, uninstalled it and installed 4.2.5 of Mono for Android, and in both, cant see the UI designer in VS 2010.
The toolbox is empty, without any control, and using "Open With..." over axml files, doesnt appears the entry "Android Designer".
Already installed MonoDevelop and there, I can see UI Designer.
Configuration for most recent case of this is Win 7, VS 2010 SP1, Android SDK 20.0.1.
May be related: the "Target Android Device" dropdown is blank and greyed out.
The UI designer is definitely available in VS2010 in the current stable, 4.6.4. There's an issue with the alphas currently under test, but that's a different matter.
If anyone is reproducing still on MFA 4.6.4, please re-open. Thanks!
I have checked this issue with the following builds:
All windows and MAC
XS 4.2.4(build 266)
Now UI designer is displayed properly for XS and VS.Hence closing this issue.
