Animated GIF of partial button issue

The remote simulator buttons have much smaller hit targets when I run the simulator on my external 1:1 display attached to my high-DPI Surface Book (200% in Win10 Display settings). Only the bottom third can be clicked to activate the button. Anything above that is acting like clicking on the title bar; it will maximize the window with a double-click.

Attached is a GIF showing the issue.
