Sample to reproduce crash
I'm not entirely sure if this is a Xamarin Forms or a monotouch issue as the debugger disconnects and the app hard crashes and I don't see any logs.
I reproduced this in a production app on iOS 11.0.3 and have verified it still happens on iOS 11.1 beta 5. It doesn't occur on iOS 10.
1) Open the attached sample project, restore packages and run
2) The view will show that it's refreshing. While it's refreshing (which will never end), attempt to scroll down the list
3) App crashes out, debugger disconnects
This one took several hours to find a work around (forcefully setting the IsPullToRefreshEnabled to true, even if the listview is refreshing) and has allowed us to release a patch for a production app but it's not ideal because you can still pull to refresh while it's refreshing and the view does some odd jumps as you pull down, however it's better than the crash :)
