Issue:  Very objectionable flickering on non-modal pages after a page (not the root page) has been pushed onto the navigation stack

Steps to reproduce:
- Clone this sample project: https://github.com/baskren/XamarinFormsUwpPageFlicker
- If not already:
   - set App2.UWP as the startup project
- Run the App2.UWP project on the Local Machine
- Resize the application window (no flicker)
- Click the [Push Modal Async] button
- Resize the application window (no flicker)
- Click the [return to Main Page] button
- Resize the application window (no flicker)
- Click the [Push Async] button
- Resize the application window (ouch, the flicker!)
- Click the [return to Main Page] button
- Resize the application window (ouch, flicker where it wasn't before!)
- Click the [Push Modal Async] button
- Resize the application window (interesting ... no flicker)
- Click the [return to Main Page] button
- Resize the application window (ouch, the flicker is still there!)


Steps to make the issue worse:
- Add more VisualElements to the Page1.cs layout

It appears this issue is greatly reduced (if not gone entirely, on my machine) as of the latest 2.4.0-pre3 release. Can you please provide your results with this build?

Paul -  Thanks for the recommendation.  2.4.0-pre3 appears to have fixed the issue.
