Using PinchGestureRecognizer in UWP, the Status property of PinchGestureUpdatedEventArgs should be giving a scale value relative to the start of the gesture, but it appears to be returning values relative to the last event trigger.

That is, if I slowly pinch my fingers, I'll see a string of values for Scale just below 1.0, but not decreasing. I would expect that the values would slowly decrease from 1.0 corresponding to my finger movement. I see the same behavior when I try to expand instead of pinching, though in that case most values are just above 1.0.

Expected Behavior: As documented: "The distance between the user's digits, divided by the initial distance between the user's digits in the pinch gesture.", where presumably "initial distance" is set when the fingers touch the screen for the first time.

Note that I only see the Start event once, all the values are subsequent Running events.
