I cannot "apt-get install mono-devel" from "http://download.mono-project.com/repo/ubuntu xenial main" due to the following missing packages:

E: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/e/expat/libexpat1_2.1.0-7ubuntu0.16.04.2_amd64.deb  404  Not Found [IP: 91.189.88.161 80]
E: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/l/linux/linux-libc-dev_4.4.0-83.106_amd64.deb  404  Not Found [IP: 91.189.88.162 80]

I checked the first one mentioned and found that they do not have that specific version of the package but a newer one: libexpat1_2.1.0-7ubuntu0.16.04.3_amd64.deb

Note that the last version part is 3 instead of 2.

This isn't our issue - you need to run an "apt-get update". Your package cache refers to obsolete packages on Ubuntu's server.

Are you sure that this wasn't fixed in the three months between my report and your response? I'm glad it's not an issue anymore.
