Sample reproducing the bug

Frame's border is never rendered in Android. This is a sample snippet to see the bug:

<Frame BackgroundColor="Yellow" OutlineColor="Red">
 :
</Frame>

The attached sample reproduces the bug: the (red) border is rendered in iOS, not in Android.

The bug is present in Forms 2.3.4 and 2.3.5. I've not tested earlier versions.

I ran the attached project and I was able to observe the issue. I tested with 2.3.3.193 and it did not work there either so this does not appear to be a regression in recent versions. This is also happening on both the old FrameRenderer and fast FrameRenderer.

I am confirming this report so we can investigate further.
