You're using the current stable version of Xamarin.iOS (15.2):

> === Xamarin.iOS ===
>
> Version: 10.10.0.36 (Visual Studio Community)
> Hash: d2270eec
> Branch: d15-2
> Build date: 2017-05-22 16:30:53-0400

with the Xcode 9 beta:

> === Apple Developer Tools ===
>
> Xcode 9.0 (13158.29)
> Build 9M137d

this is not supported (as you've found out, it doesn't work).

Please use the stable version of Xcode until we've released a preview version with support for Xcode 9 beta.
