If an element had been hidden, and is made visible immediately before attempting to scroll to the element, no scrolling actually occurs.
element.IsVisible = true;
scrollView.ScrollToAsync(element, ScrollToPosition.MakeVisible, true); // Has no effect.
This comes into play when a user makes a selection that makes visible related controls below, and we want to make those controls visible, because the user is about to use them. Tested on UWP.
