Every now and then VS, decides it doesn't want to play ball regarding AVDs.
It just fails with:

It looks like an issue with the emulator.
Could you try the following workaround: try to launch emulator from AVD Manager and you could check if this tools provide some fix to do to the emulator.
I cannot reproduce this bug, I'll mark the bug as resolved fixed.
Please feel free to reopen it if you can still reproduce the issue with current stable release.
