Layout designer is completely inaccessible for the screen readers and keyboard.

Repro steps:
1. Open visual studio,
2. Create/open a new android application project.
3. Expand Resources folder and then layout folder.
4. Click on a layout/create a layout and open it in design view.
5. Now observe the experience with any screen reader. The designer is completely inaccessible. The screen reader and keyboard user can't insert the controls in the layout nor he/she can view the properties/interact with controls/views.

Actual result:
The layout designer is not at all accessible with screen readers and keyboard.
User can't insert the views in the layout, he/she can't either view the properties associated to any control, nor he/she can move the views.

Expected:
The layout designer should be completely accessible with the screen reading softwares and keyboard.
User should be able to insert the views/controls in the layout from the designer, he/she should be able to move the controls/views, and should also be able to view the properties associated to desired control/view.

Impact:
If the layout designer won't be accessible for the screen reader users, then assistive technology user will have to code the whole layout by hand which is very time consuming and requires a lot of efforts.
If the layout designer will be accessible, then he/she will be able to develop layouts/user interfaces very easily.
