According to https://docs.microsoft.com/en-us/nuget/schema/msbuild-targets#pack-target I should be able to supply /p:IsTool=true to the msbuild pack target and the outputs should therefore be placed in a `tools` directory instead of `lib`. But when I do this, I still get `lib` directory.

When I inspect the resulting .nupkg the files should be in `tools` folder

This is for NuGetizer, which is out of band for msbuild. And likely won't be fixed for 15.2 .
