I'm encountering a new msbuild error related to an old assembly we've been using in the same way for a while now. This behavior has been recently introduced, as I am unable to reproduce using mono 5.0.0.72 and earlier. I can reproduce this from both the command line and in VSMac.

> warning MSB3246: Resolved file has a bad image, no metadata, or is otherwise inaccessible. Could not find file "/Users/peter/git/QualityAssurance/Automation/XQA/XQA.Core/libs\libbz.dll". 
## Steps to reproduce ##
1. git clone git@github.com:xamarin/QualityAssurance
2. nuget restore QualityAssurance/Automation/XQA/XQA.sln
3. msbuild QualityAssurance/Automation/XQA/XQA.sln
