Description :

Unable to build the Xamarin Forms PCL app , getting .dll not found error during building the application

Steps to Reproduce :

1. Launch the VS 2013.
2. Create Cross platform Xamarin Forms PCL project.
3. Make a Start Up project of iOS.
4. Open Appdelegate.cs file 
2. Build the application


Actual Result :-

1. When we open Appdelegate.cs file it gives the following error :-

Error 2 :-The type or namespace name 'App' could not be found (are you missing a using directive or an assembly reference

2. During building it displays following error :-

Error	2	Metadata file 'c:\users\aman.dharwal\documents\visual studio 2013\Projects\App10\App10\App10\bin\Debug\App10.dll' could not be found	c:\users\aman.dharwal\documents\visual studio 2013\Projects\App10\App10\App10.iOS\CSC	App10.iOS

This issue is caused by the configuration manager not having the PCL project marked as build.
The workaround is to change the solution configuration making it to build.
We'll investigate why the fix we have for this issue works on VS2015 but not on VS2013.
Moving it to 15.3
