On the Map Control, if IsShowingUser is set to true, UWP _also_ centers on the user. This seems to happen the first time the app runs, after the user answers "YES" to the question about letting Windows use your location. iOS and Android does NOT work this way, so it's a bit annoying. Please fix!
I can reproduce this with the Working with Maps sample and confirm that iOS and Android do not do this.
As mentioned, this appears to happen after the first time the user's location is received, but not for location updates from the timer.
