When absolutely positioning content on a page in UWP the content can cover the Title. This does not happen in Android and the expected result is that content absolutely positioned outside of the content area will not cover the title bar/toolbar.

The attached Xamarin Forms UWP project shows how absolutely positioned page content covers the title bar.

I can reproduce the issue described. I am attaching a further minimized project and confirming this so the team can look into it further.
As mentioned, content that extends beyond the ContentPage bounds is overlapping the navbar area instead of being clipped. This does not happen on iOS or Android, only on UWP.
