ScrollToAsync problems sample

iOS, UWP:
await ScrollView.ScrollToAsync(ScrollToPosition.*, animated: true) never returns -- if no scrolling actually needed (item already on target position).

Android, iOS, UWP:
await ScrollView.ScrollToAsync(targetElement, ScrollToPosition.MakeVisible) does not scroll up, only down -- if targetElement is not topmost. UWP: additionally never returns in this case, even if animated: false.

I ran the attached project with Forms 2.3.4.231 and I am seeing the issues described. I am confirming this report so the team can investigate further.

I also tested with Forms 2.3.5-pre1 and the issue improved slightly on UWP. I am seeing the following behavior with 2.3.5-pre1:

## iOS
- Does not return from 'await ScrollToAsync()` if item is already in the correct position and animated = true
- ScrollToPosition.MakeVisible does not work if it requires the list to be scrolled up

## UWP
- ScrollToPosition.MakeVisible does not work if it requires the list to be scrolled up

## Android
- ScrollToPosition.MakeVisible does not work if it requires the list to be scrolled up


### Version Tests
2.3.5-pre1  BAD
2.3.4.231   BAD

Hi Jimmy, can please mark it as REGRESSION? On XF 2.3.3 it was working. 

Also, please increase the priority: ScrollView is a basic component used in almost all apps.

We're also experiencing this issue with ScrollPosition.MakeVisible when it requires the list to be scrolled up.  This is occurring on Android, will try and test iOS soon.

What is the latest status on this issue, please?
