MSbuild appears to be ignoring the DebugType property in csproj files and is always setting DebugType = portable. 

To repo. Create a Console project, set the Debug Symboles property to Full (or anything but portable) and build the app. You will see in the diagnostic output that Csc gets the following

Task "Csc"
    Task Parameter:DebugType=portable
