ExpandEnvironmentVariables() add % when 2 or more variables are in the same string and no substitution was applied.

Mono JIT compiler version 2.10.8.1 (Debian 2.10.8.1-1~dhx1~lucid1)

Here is OK: 
System.Environment.ExpandEnvironmentVariables("%TEST123%")

Here is bug "%TEST123%%_%%TEST456%" is returned:
System.Environment.ExpandEnvironmentVariables("%TEST123%_%TEST456%")
