When activating using VS benefit Xamarin licence (or in another case legacy Xamarin licence) the activation window displays "Could not load machine data." on current Beta channel release.

## Steps to reproduce

2. Xamarin will attempt to activate.

## Expected behaviour

XVS should activate against active Xamarin licence.

Xamarin fails to activate and fails to revert validate against active VS licence.
