I have a regular .NET 4 library project which contains no C# files. This project is always considered stale and in need of rebuilding. Projects with no files shouldn't do this.

It's an uncommon case so this isn't too important.

I thought empty projects errored out when you tried to build them...

Yes, it currently fails.
