See attached csproj, it was created by these steps:

1. Create new Console app in XS
2. Open generated csproj and remove <DebugType>full</DebugType>
3. Compile with xbuild

It fails with "CSC: error CS0041: Unexpected error writing debug information -- 'Windows PDB writer is not available -- could not find Microsoft.DiaSymReader.Native.amd64.dll'".

The fallback we have for turning DebugType=full into portable doesn't seem to work if DebugType element is missing in csproj
