ScrollView and ListView are not scrolling after rotation (e.g. 180)
Tested on Microsoft Lumia 640
I am unable to reproduce this. Please reopen this issue and attach a working reproduction that definitively causes the issue if it is still occurring after wiping a project's bin/obj folders and rebuilding it.

Example project as simple as possible. Android and iOS are working. UWP and WP8.1 are not scrolling on Microsoft Lumia 640/930.
Thank you for the reproduction which displays the issue. For future reference, it's helpful to be more elaborate when filing issues. In this case, stating that explicitly setting the Rotation value on the ScrollView/ListView elements is much more clear with regards to what was actually meant.
