Given this code: 

using System;

namespace Test
{	
    public class TestClass
    {        
        static void Foo()
        {
            throw new NotImplementedException();
        }
        public static void Main(string[] args)
        {
            try
            {
                Foo();
            } catch {
                Console.WriteLine("Exception caught");
            }
            Console.WriteLine("After exception");
        }
    }
}

If you try to step over the Foo() call, the program will continue running to the end without stopping (unless you place breakpoints later in the code). I would expect it to stop in the catch block.
