As per the attached screenshot, the Title text for a Picker on WinPhone 8.1 RT is clipped vertically, so not all of the Title text is visible.

The code to repro this is simply:

This still appears to be an issue as of the 2.3.5.73-nightly. Possibly some sort of template issue.

Closing as WinRT/8.1 is no longer supported.
