Inside a custom page renderer, OnVisibilityChanged is not being called for a page that is subsequently navigated to. The event is fired properly for the previous view when navigating away from/back to it, it's just the new view that has this issue.
This appears to only be happening on Android 4.4 and below. I could not reproduce it on 5.0/6.0.
### Steps to Reproduce
1. Run the attached Android project on Android 4.4 or lower
2. Press the "Next" button
### Expected Results
The debug output will show:
> ***** TestBasePage Visibility: Gone ******* (for the disappearing page)
> ***** TestBasePage Visibility: Visible ******* (for the appearing page)
### Actual Results
The output only shows:
> ***** TestBasePage Visibility: Gone *******
However if you navigate away from the new page then OnVisibilityChanged will be called as expected.

Tested using Forms 2.3.2 and 2.3.3-pre3
