Is there any way to reproduce this?
The way to reproduce this is to expand a folder node which contains filenames long enough to require a horizontal scrollbar and then collapse that folder again.
I guess what should happen is that the scrollbar should reflect the actual needed width for displaying what is currently expanded in the tree, not the max width that has ever been visible.
FWIW, the project Nat has open in the screencast is Bryan Costanich's Example_Drawing app which you can download from f.x.c
This is still an issue. Horizontal scrollbars are still a little erratic.
