I found a Bug in Xamarin Forms 2.3.0.107:
This is my Code:

            absoluteLayout = new AbsoluteLayout

                VerticalOptions = LayoutOptions.CenterAndExpand,
                Opacity = 1,
                BackgroundColor = Color.Black

            var scrollView = new ScrollView
            {
                Orientation = ScrollOrientation.Horizontal,
                BackgroundColor = Color.Yellow
            };
            scrollView.Scrolled += OnScrollViewScrolled;
            AbsoluteLayout.SetLayoutFlags(scrollView, AbsoluteLayoutFlags.All);
            AbsoluteLayout.SetLayoutBounds(scrollView, new Rectangle(0, 0, 1, 1));
            absoluteLayout.Children.Add(scrollView);

            var stack = new StackLayout {
                Orientation = StackOrientation.Horizontal
            };
            for (int i = 0; i < 20; i++)
            {
                stack.Children.Add(new Label { Text = "Label Nr. " + i });

On Android the scrolling works fine, but on UWP (local machine and mobile emulator) i can't scroll.
For testing purposes i switched to v2.3.1.113-pre3 of Xamarin Forms. There it works, but I would rather stay to a stable version instead of beta.
