There really needs to be a scrollbar or something when the window is too small to fit on screen. See the screen shot where the bottom is cut off.
Below is a screencast of the described behavior. Also, in the middle of the recording, you can see how the Application menu has multiple scroll bars. The vertical scroll bar on the inside is nested under the vertical bar on the outside. This is observable around 42 seconds in the screencast. The inner bar behaves the desired way, but the outer bar scrolls to blank space.

I have checked this issue with latest master build of XVS verison 188.8.131.5282 (4517cff) and observe that this issue is fixed. Scrollbar is added to navigate from top to bottom and left to right when window is too small to fit and also observed the behavior mentioned in the comment1.
