## Versions Tested

Xamarin 4.0.4.4 (a9c7826), Xamarin 4.1.0.530 (2e39740)
Xamarin.Android 6.0.4.0 (ee215fc), Xamarin.Android 6.1.0.71 (4e27558)


## Steps to reproduce (Screencast below)

1.Open Visual Studio 2015 and create new Android app, File -> New -> Project -> Android Blank App
2.Make sure leave Fast Deployment unticked, Project -> App Properties -> Android Options
3.Build and start debugging the application (New app now copied and installed to device).
4.Stop debugging, close App and start debugging again.


## Expected Results

Build detects that App on device is up-to-date and starts debugging without having to copy and re-install application.


## Actual Results

Build logs show that application is being uninstalled (UninstallPackage pm uninstall -k), copied, and re-installed on the emulator or device.

Although the issue will disappear if Fast Deployment is enabled, some users will be forced to keep it disabled due to a few Android devices blocking it.

This issue is only observed in Visual Studio and not in Xamarin Studio. The XS build detects the up-to-date version and simply starts the app and starts debugging.

We need Diagnostic Build and Deployment logs in order to investigate this further.
