The current C7 MSI has a launch condition to look out for MS Build 2015 Tools. VS 15 preview doesn't install this by default, but install the "MS Build 15 Tools" instead. We need to update the launch condition check to look for this too.

I was able to reproduce this with a VM that only had Dev15 on it using 220.127.116.110 (cycle7/2e39740). I've confirmed the fix with 18.104.22.16886 (master/a741255) as I did not see the MS Build 2015 Tools requirement popup.
Although, with 22.214.171.1241 (cycle7/ecfb5c4) I am still seeing the popup stating the requirement.
Fixed in version 126.96.36.1994 (cycle7)
