[XVS 4.1] List of iOS simulators disappears if you close the solution and reopen it

## Regression status: regression in Cycle 7

> BAD: XamarinVS 4.1.0.496 (0026d9a) + Xamarin.iOS 9.8.0.317 (0611769) (near the tip of Cycle 7)
> GOOD: XamarinVS 4.0.3.214 (0dd817c) + Xamarin.iOS 9.6.1.9 (5f11db8) (Cycle 6 SR 3)

## Workaround

Change the current platform from "iPhoneSimulator" to "iPhone" and then back to "iPhoneSimulator". That seems to successfully force a refresh of the simulator list.

## Steps to replicate

1. Open an iOS solution and set the current platform to "iPhoneSimulator".

2. Ensure VS connects successfully to the Mac build host and displays the list of simulators.

3. Close and reopen the solution. (Do not quit Visual Studio.)

## Bad results on Cycle 7

After step 3 the list of simulators is empty.

## Good results on Cycle 6

After step 3 the list of simulators continues to show all of the simulators.

## Additional version info (brief)

Visual Studio 2013 Update 5
Windows 10 (64-bit)

(I also confirmed the behavior on VS 2015 Update 2.)
