Make the editor scope navigation breadcrumb menu (the thing at the top of the editor window) act like a real menu:

OnClick: Open the menu if it is closed. Close the menu if it is open.

OnMouseDown: Open the menu if it is closed, or close the menu if it is open.

OnMouseUp: Close the menu (unless it happened quickly and should therefore be regarded as an OnClick instead).

btw. I wanted to make it like a real menu, even with submenus :)

Tested/confirmed this in the 7.1 beta

- OnMouseDown: does not open the menu until "up" ... however it does close it on mousedown.

- While trying to test the "happens quickly and should therefore be regarded as an onclick instead", I can periodically get a weird reaction when the menu is open. I tap quickly, and see the menu close and open. fwiw, my mac/trackpad setting is set to accept a tap without a click, as a click, if that helps.
