With CLDR 29 the locale-builder tool fails on a dictionary duplicate insert exception.
It tries to insert the empty string multiple times. This is due to the territories attribute starting with a newline, causing the Split() to return empty strings.
The foreach(var t in territories) loop for territory2dayofweek and territory2wr should skip all null-or-empty t.

Fixed in master
