There's more information about the exact same problem - though hit through another library, SharpZipLib - at http://reliablybroken.com/b/2011/11/sharpziplib-and-mac-os-x/ and http://stackoverflow.com/questions/1679986/zip-file-created-with-sharpziplib-cannot-be-opened-on-mac-os-x . The second link has a claim that this is an OS X bug but whatever the case, archives created by .NET's System.IO.Compression.ZipArchive are successfully opened by Archive Utility. In fact, I copied the libraries from my Windows share to use them in my Mono project and they worked.
Archives created by System.IO.Compression are successfully opened by OSX Archive Utility now.
