This can be reproduced with a new Android project.

1. Create new Android application project.
2. Create new Android class library.
3. Add reference to the library from the application.
4. Move "Main.axml" from the Application's "Resources/layout" folder to the library "Resources/layout"
5. Build and run.
6. Stop.
7. Update some value in Main.axml (For example: Add top margin to the button).
8. Run.


The changes made in step 7 are not deployed to the app. This is  also true for any other changes in resource files, except ones that require regenerating Resource.designer.cs 

The only way to update the layouts is to clean the solution but this is getting very slow if the solution has a lot of projects.

This is happening on all environments MAC, Windows - XS or VS.

Unfortunately, we’re unable to reproduce this report. If this issue is still occurring for you, please reopen this issue and attach a reproduction to the bug by starting with a clean Xamarin.Android project adding just the code necessary to demonstrate the issue.
