Dragging on empty areas of the MD toolbar should move the MD window, else it doesn't behave as expected on Mac.

On the current version of Monodevelop this is not an issue. The toolbar and title bar are visually distinct.  When we use native themes the priority should change.

Now that we are using native theming, I've escalated the importance as James Clancey suggested.

This has been fixed
