We should instead select a profile from those supported for the user's chosen target framework version (could be .NET 4.5 or 4.6 when bug https://bugzilla.xamarin.com/show_bug.cgi?id=39898 is fixed.

I can confirm using the latest Visual Studio 2017 Preview version 15.3 

The PCL projects still defaults to .Net 4.5 Marking this report as CONFIRMED.

We are migrating our project templates away from PCL to .NET Standard libraries in 15.5, so this issue will go away.
