When using a ScrollView with horizontal orientation, on Windows (both WinRT 8.1 and UWP), the scroll bar hides information in the ScrollView.
(On Android, the scrollbar seems to have some transparency, and is thinner. On iOS, the scrollbar appears below the content of the ScrollView).
On Windows, either the scrollbar needs to be made partially transparent, or it needs to be thinner, or it needs to be moved below the content of the ScrollView, or (and this is not the preferred option) we need to have some documentation of the height of the scrollbar so that we can put some padding inside the ScrollView.
Using 220.127.116.11-pre3 All scrollbars on UWP apps clip off content regardless of orientation. This includes scrollbars within listviews, and both horizontal and vertical in scrollviews.
