repro solution

### Overview 
A UWP app running on a mobile device is displaying the ToolbarItems in the top bar instead of at the bottom of the screen.


### Steps to Reproduce
1. Run the attached UWP app on a mobile device/emulator


### Expected Results
The “Test” ToolbarItem is displayed at the bottom of the screen


### Actual Results
The ToolbarItem is displayed at the top of the page as part of the NavBar


### Version Information
Tested using Forms 2.1.0.6524


### Regression Status
Forms 2.0 does not experience this issue.

You can now set the Toolbar Placement with Platform Specifics (released in version 2.3.3-pre2)!

using Xamarin.Forms.PlatformConfiguration;  
using Xamarin.Forms.PlatformConfiguration.WindowsSpecific;  

...

page.On<Windows>().SetToolbarPlacement(...);
