the entitlements key, com.apple.developer.icloud-container-environment=Production must be used only in distribution, not in developpement/tests mode and I don't see a way for conditionally include different entitlements.plist file by configuration.

also, it seems like the .pkg isn't signed with the right signature. (there is one for the .app and a different one for the .pkg normally)

A workaround for this is to add a key to your Entitlements.plist:

<key>com.apple.developer.icloud-container-environment</key>
<string>Production</string>

I've fixed XS to properly set this key in the publishing workflow for cycle7 aka XS 6.0 which is the next stable version we'll be releasing.
