[XVS 4.0] Running the MSI installer from within the update workflow in Visual Studio prompts the user to shut down Visual Studio
This is a small follow-up to Bug 38753.
## Regression status: regression in Cycle 6
BAD: XamarinVS 188.8.131.52
GOOD: XamarinVS 3.11.1594
## Steps to replicate
1. Install a version of Xamarin that is different than the current Stable version.
2. Open "Tools -> Options -> Xamarin -> Other -> Check Now" to check for an update.
3. Download the update.
4. Click the "Install" button to install the update.
5. Click "Next" 3 times, and then click the "Install" button in the MSI installer and click "Yes" if you are prompted by Windows UAC.
The installer prompts the user to quit Visual Studio:
> Files in Use
> Some files that need to be updated are currently in use.
> The following applications are using files that need to be updated by
> this setup. You can let Setup Wizard close them and attempt to restart
> them or reboot the machine later.
> Microsoft Visual Studio 2013
> (*) Close the applications and attempt to restart them.
> ( ) Do not close applications. A reboot will be required.
## Expected results
In XamarinVS 3.11.1594, the update workflow in Visual Studio would automatically shut down Visual Studio before running the MSI. I believe this behavior was intentionally removed in XamarinVS 4.0 because shutting down Visual Studio was no longer necessary.
But I think maybe the MSI installer still needs a small additional correction to remove this check?
Resolving as not on roadmap.
Instead, we're moving towards the integrated Visual Studio setup (as it is already for VS2017), and phasing out the legacy Updater.
