Go to the Exception Settings window
Check Common Language Runtime Exceptions
Observe that when debugging, it breaks as every exception is thrown
Go to the Exception Settings window
UNCHECK Common Language Runtime Exceptions
Observe that when debugging, it still breaks as every exception is thrown
Exit Visual Studio
Restart Visual Studio
Reload the project
Go to the Exception Settings window
See that Common Language Runtime Exceptions is still unchecked
Observe that when debugging, it STILL breaks as every exception is thrown

The only way I've been able to solve this is to delete the .vs directory at the root of the project.

This sounds similar to Bug 35632, possibly a duplicate?
